The operator must obtain written clearances from the Central <br /> Valley Regional Water Quality Control Board and any other <br /> agencies with authority over the operation of the landfill . <br /> These clearances must be submitted to the CIWMB and LEA <br /> before commencement of the demonstration. <br /> 5 . The operator must submit flammability and permeability data <br /> for Covertech C-440 no later than, 90 days after the start of <br /> the demonstration. <br /> 6 . At least once a week, and any day preceding closed days, the <br /> operator will place soil to cover the entire working face . <br /> 7. On the 15th of alternate months following the commencement <br /> of the study, the LEA must submit to the CIWMB a brief bi- <br /> monthly report, summarizing the data collected, any problems <br /> encountered, and other relevant observations . <br /> 8 . Should the application of Covertech C-440 become infeasible, <br /> or contribute to conditions hazardous to health and safety, <br /> the operator must terminate the project on its own <br /> initiative, or at the direction of either the LEA or CIWMB <br /> staff, and standard operating procedures must resume at the <br /> site . A stockpile of clean soil and required equipment must <br /> be available at all times to ensure immediate response to <br /> this requirement . The operator must notify the CIWMB and <br /> the LEA within seven (7) days if the project is terminated. <br /> 9 . Clean soil must be used as cover material when high winds <br /> make it impractical to use Covertech C-440 as cover. The <br /> operator must include in the report to be �submitted to the <br /> LEA and CIWMB the performance of the alternative cover <br /> during windy conditions . <br /> 10 . The operator must apply the cover material in a manner to <br /> prevent animal scavenging and insect harborage or emergence. <br /> Punctures or tears in the fabric cover and insufficient <br /> coverage are considered performance failures and constitute <br /> a violation of the cover standard (Title 14, CCR, Section <br /> 17682) . Average tarp life and total number of tarps or <br /> square yards of Covertech C-440 used must be included in the <br /> final report . <br /> 11 . The operator must discontinue the use of the alternative <br /> daily cover material on October 9, 1993 if the State of <br /> California is not authorized by the United States <br /> Environmental Protection Agency to implement the federal <br /> Subtitle D requirements for alterative daily cover use (40 <br /> Code of Federal Regulations (CFR) Section 258 . 21) . <br />
