The operator must obtain written clearances from the Central Valley Regional Water Quality Control Board and any other agencies with authority over the operation of the landfill . These clearances must be submitted to the CIWMB and LEA before commencement of the demonstration. 5 . The operator must submit flammability and permeability data for Covertech C-440 no later than, 90 days after the start of the demonstration. 6 . At least once a week, and any day preceding closed days, the operator will place soil to cover the entire working face . 7. On the 15th of alternate months following the commencement of the study, the LEA must submit to the CIWMB a brief bi- monthly report, summarizing the data collected, any problems encountered, and other relevant observations . 8 . Should the application of Covertech C-440 become infeasible, or contribute to conditions hazardous to health and safety, the operator must terminate the project on its own initiative, or at the direction of either the LEA or CIWMB staff, and standard operating procedures must resume at the site . A stockpile of clean soil and required equipment must be available at all times to ensure immediate response to this requirement . The operator must notify the CIWMB and the LEA within seven (7) days if the project is terminated. 9 . Clean soil must be used as cover material when high winds make it impractical to use Covertech C-440 as cover. The operator must include in the report to be �submitted to the LEA and CIWMB the performance of the alternative cover during windy conditions . 10 . The operator must apply the cover material in a manner to prevent animal scavenging and insect harborage or emergence. Punctures or tears in the fabric cover and insufficient coverage are considered performance failures and constitute a violation of the cover standard (Title 14, CCR, Section 17682) . Average tarp life and total number of tarps or square yards of Covertech C-440 used must be included in the final report . 11 . The operator must discontinue the use of the alternative daily cover material on October 9, 1993 if the State of California is not authorized by the United States Environmental Protection Agency to implement the federal Subtitle D requirements for alterative daily cover use (40 Code of Federal Regulations (CFR) Section 258 . 21) .
