AJL-16-1993 08:30 FROM CA 6ASTE MGT BOPM 113 912094640138 P.05 <br /> Austin Road Landfill Agenda Item <br /> July 21, 1993 Page 4 <br /> Leachate will be controlled by a groundwater treatment facility <br /> which will be completed by October of 1993 in accordance with <br /> CVRWQCB Ordier No. 90-122. <br /> Resource recovery No waste is currently diverted at the <br /> landfill. However, the city of Stockton is currently diverting <br /> 29% of the waste stream and plans to implement programs to reach <br /> the 5o% goal by the year 2000. The City's e-kistirig diversion a <br /> programs include residential curbside recycling , drop-offs, <br /> buybacks, commercial/industrial recycling programs, multi- <br /> resident recycling programs, mobile buyback units, separate <br /> collection of yard waste, and education prop . The county <br /> plans to 'initiate a recycling program at the site within the next <br /> five years. That program includes plans for a material recovery <br /> facility and may include a pilot composting $roject. Landfill gas . <br /> collected at the site is used to generate electricity at a <br /> Pacific Energy power plant. <br /> ANUTSIS: <br /> R guirements for g2201=ence with the B_-olid. Taste Facilitiea <br /> mrmit Pursuant to Public Resources Code, Section 44009, the <br /> Board has 60 calendar days to concur in or oiject to the issuance <br /> of a Solid Waste Facilities Permit. The proposed permit for this <br /> facility was received on May 18, 1993. However, on June 15, <br /> 1993, the operator waived the requirement fol a decision within <br /> 60 days of the Board's receipt of the proposed permit to provide <br /> a one month delay. <br /> The LEA has submitted a proposed permit to t!.e Board. Staff have <br /> reviewed the proposed permit and supporting documentation and <br /> have found that the permit is acceptable for the Board's <br /> consideration of concurrence. In making this determination the <br /> following item were considered: <br /> 1. =o ce with Co= Plan <br /> The LEA has determined that the facility is found in the San <br /> Joaquin County Solid Waste management Plan dated 1986. <br /> Hoard staff agree with said def nation. <br /> 2. consistency with Cnemial Plan <br /> The LEFT has found that the proposed facility is consistent <br /> with, and is designated in, the applicable General Plan. <br /> Hoard staff agrees with said finding. <br /> j <br />
