III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> The proposed project would place additional landfill use in an area with existing landfills,which <br /> could serve to encourage further growth of landfills in the area. However,the future growth of <br /> landfills in the vicinity would be subject to approval by either or both the City of Stockton and <br /> San Joaquin County. In addition,the current project has mainly infilled the area between the two <br /> existing landfills; outward expansion of either landfill in the future would more likely encounter <br /> more potential environmental impacts,which would make approval of such projects less likely. <br /> As a result,this impact would be less than significant. <br /> Mitigation Measure A.5. <br /> None warranted. <br /> Impact A.6. The proposed project would result in cumulative operational effects with the <br /> existing landfills and the proposed landfill improvement project in the area. (ADVERSE) <br /> The implementation and operation of the proposed project would add to environmental effects of <br /> the existing Austin Road Landfill and the Forward,Inc.Landfill, and to the projected effects of <br /> the proposed Forward,Inc.Landfill Modification. Existing environmental effects such as noise, <br /> air quality,transportation, visual, and water quality are likely to be increased cumulatively in the <br /> area under the proposed projects. (Refer to the appropriate sections of this EIR for specific <br /> discussion of the above cumulative effects issues.) Cumulative land use effects could include <br /> attraction of larger populations of birds to the area within 10,000 feet of the Stockton <br /> Metropolitan Airport runway. Although both existing landfills have and both proposed projects <br /> propose to institute active bird abatement programs,the combination of two landfill expansion <br /> projects in the same area could attract unacceptably large bird populations. This is likely to be <br /> prevented by the project approval process(and Mitigation Measure A.3 of this section),which <br /> would require FAA and Stockton Metropolitan Airport review of and recommendation for this <br /> aspect of the proposed project. In addition,the presence of two large adjacent landfills could <br /> represent a significant encroachment on prime County agricultural land. This would not be <br /> likely,however, because prime County agricultural land would not be substantially diminished <br /> by the proposed projects in relation to the County's prime agricultural land holdings. <br /> Mitigation Measure A.6. <br /> None warranted. <br /> III.A.24 <br />
