III. Environmental Setting, Impacts, and Mitigations <br /> B. Aesthetics <br /> Applicable Regulations <br /> The San Joaquin County General Plan and the City of Stockton General Plan contain policies <br /> applicable to evaluation of visual resources in the project site. <br /> Open Space Policy No. 10 in the San Joaquin County General Plan states: "Views of waterways, <br /> hilltops,and oak groves from public lands and public roadways shall be protected," and Solid <br /> Waste Disposal Policy No.4(c) states that: " New sanitary landfills shall be located outside of <br /> view from a scenic route." The City of Stockton's Heritage Tree Ordinance No.007-90 stipulates <br /> that removal of on-site oaks measuring over 50 inches or greater in circumference at 24 inches <br /> above grade would require a permit and planting of replacement trees. <br /> Two open sace areas in the vicinity of the project site are identified in the Ci hof Stockton <br /> General Plan and the San Joaquin County General Plan:the 70-acre San Joaquin County <br /> Regional Sports Center located at Arch-AirportI ighway 99, and the 5-mile segment of Austin <br /> Road heading southward to the Stanislaus River. <br /> The San Joaquin County Regional Sports Center location is visually buffered from the project <br /> site by intervening homes, landscaping, and farm structures such as stables and sheds. The <br /> segment of Austin road that is designated as a"scenic route" lies some 6 to 11 miles south of the <br /> project site, screened by intervening clumps of matures oak trees and expansive grasslands. <br /> The landfill height is restricted by Federal Aviation Administration governing landfills in <br /> proximity to airports. <br /> IMPACTS AND MITIGATION MEASURES <br /> Significance Criteria <br /> According to the CEQA Guidelines, significant effects on the environment include substantial or <br /> potentially substantial adverse changes in objects having aesthetic significance, and substantial or <br /> potentially substantial,demonstrable negative aesthetic effects (CEQA Guidelines,Section <br /> 15382). <br /> Guidance in determining adverse and potentially significant aesthetic effects according to CEQA <br /> is provided in several sections of the guidelines.
