III. Environmental Setting, Impacts, and Mitigations <br /> B. Aesthetics <br /> Land Uses and Cultural Features <br /> The 126.4 acres northwest of the existing site would be largely used for future soil "borrow" <br /> areas, along with structures associated with a leachate facility, a temporary hazardous materials <br /> storage facility,a scale facility, and a proposed composting area/facilities equipment area for the <br /> future. <br /> The active landfill area would encroach upon most of the agricultural land in the southeast <br /> expansion area(presently the Brocchini property), and would ultimately abut Austin Road. The <br /> northwesterly view from the residence at 9690 Austin Road would be partially obstructed. The <br /> residence at 9621 Austin Road would be removed. <br /> Because the project boundaries would expand toward Austin Road and Newcastle Road and <br /> increase in height, landfill operation vehicles and structures would be more visible from local <br /> roadways. <br /> Vegetation <br /> Existing open grassland and agricultural fields(now planted with alfalfa),would be removed in <br /> the course of lateral expansion of the project site,including some scattered mature oak trees. <br /> Vegetation would be planted along the creek after the channelization process. To prevent soil <br /> erosion,the crests and sides of the landfill would be planted with grass after closure. <br /> Changes in Views That Would Result from the Project <br /> Medium-Range Viewpoints <br /> The increased vertical and horizontal dimensions of the landfill would make it more noticeable to <br /> travelers on roadways from medium-range viewpoints. Prior to landfill closure and the <br /> subsequent planting of grasses on the mounds,the highly reflective barren soil surface would <br /> increase the contrast,apparent height and mass. <br /> Short-Range Viewpoints <br /> Expansion of the facility would further obstruct views of open space from local roadways, <br /> especially from the segment of Austin Road bordering on the eastern project boundary.
