III. Environmental Setting, Impacts,and Mitigations <br /> C. Community Services and Utilities <br /> meet the City's established leachate composition requirements could result in a significant <br /> impact. <br /> Mitigation Measure CA. <br /> Required by Law <br /> (a) The project sponsor shall provide independently corroborated test results to the City of <br /> Stockton Municipal Utility District to demonstrate the chemical composition of the <br /> leachate extracted from the Austin Road Landfill. A monitoring plan shall be established <br /> by the project sponsor that would meet the requirements of the City's Wastewater <br /> Ordinance and the Municipal Utility District for continued testing of leachate. <br /> Identified by this EIR <br /> (b) If the leachate quality is not acceptable for disposal at the wastewater treatment plant the <br /> landfill should develop on-sits leachate treatment processing that would result in processed <br /> leachate acceptable for disposal at the wastewater treatment plant or acceptable to <br /> regulatory agencies for on-site use. <br /> Implementation of the above mitigation measures would render the impact less-than-significant. <br /> Impact C.5. The proposed project would add incrementally to demands for County public <br /> services and utilities in the area of the project. (ADVERSE) <br /> The proposed project could require additional services from County police and fire agencies,but <br /> such requirements are expected to be minimal and they would occur in an area of relatively low <br /> development and with relatively low demand for police and fire services. <br /> The proposed project would require water for occasionally spraying for dust suppression. Water <br /> for sanitary use by on-site personnel would be provided by an on-site well. Water for potable <br /> and sanitary use by on-site personnel would be provided by bottled water. Wastewater generated <br /> by on-site personnel would be transported off-site for disposal. Leachate that conforms to the <br /> City's standards would be treated at the Municipal Utility District wastewater treatment plant, <br /> which could accommodate the relatively small amounts of leachate expected to be produced by <br /> the landfill. Electrical needs of the project would be generated from landfill gas via the on-site <br /> powerhouse. The aggregate demand for these utilities created by existing uses in the area and the <br /> proposed project would remain at a low level. <br /> III.C.8 <br />
