i III. Environmental Setting,Impacts,and Mitigations <br /> D. Transportation and Circulation <br /> Capacity Manual(Transportation Research Board, 1985).2 For the analysis,turning movement <br /> volumes were adjusted because there is a high percentage of trucks in the traffic streams on <br /> project area roadways, and operational characteristics of trucks have a greater effect on traffic <br /> flow than do passenger cars. Traffic volumes were converted to passenger-car equivalents(PCE) <br /> by equating each truck to two passenger cars. This is a conservative adjustment because <br /> applicable PCE adjustment factors in the Highway Capacity Manual are 2.0 PCE per heavy truck <br /> and 1.5 PCE per medium truck, and both medium and heavy trucks operate on area roadways. <br /> The study intersections currently operate at an excellent level of service,i.e.,LOS A,during the <br /> a.m.peak hour(see Table III.D.2). Level of service computations are available for review at the <br /> City of Stockton Department of Public Works. <br /> Pavement Condition <br /> The study roadways are all San Joaquin County-maintained roads and are generally in good <br /> condition. The County has recently added an asphalt concrete and geotextile fabric overlay to <br /> Austin Road between French Camp Road and Arch Road(San Joaquin County, 1993). Prior to <br /> this resurfacing, Austin Road pavement was in poor condition,with sections where asphalt <br /> failure had occurred,resulting from high levels of truck activity and the 22-year age of the <br /> pavement. The County expects the new overlay to last about ten years at current traffic levels. <br /> Traffic Safety and Accident History <br /> Traffic accident records for the primary roadways providing access to the project site were <br /> compiled for the three-year period of 1990 through 1992(see Table III.D.3). These records have <br /> been examined to determine if these roads exhibit any unusual safety problems or accident <br /> statistics. The accident data was compiled from San Joaquin County accident reports. The <br /> statewide average for reported traffic accidents on suburban(defined by Caltrans as urbanized <br /> areas outside of city limits)two-and three-lane conventional roadways is 2.51 accidents per <br /> Million Vehicle Miles Traveled(MVMT)(State of California, 1991).
