Transportation and Circulation <br /> Under the 2005 future-with-project scenario,the intersection levels of service would not change, <br /> and each of the study intersections would operate at an acceptable level of service,at LOS D or <br /> better,during the a.m.peak hour. Because intersection operational conditions would be <br /> satisfactory as defined by the City of Stockton General Plan,the project would not cause a <br /> significant impact. A comparison of existing and future am.peak-hour levels of service is <br /> presented in Table III.13.4. <br /> Mitigation Measure D.1. <br /> None warranted. <br /> Impact D.2. Project-generated truck traffic could result in accelerated pavement <br /> deterioration on study area roadways. (ADVERSE) <br /> Project area roadways are generally in good condition. San Joaquin County recently repaved <br /> Austin Road,between French Camp Road and Arch Road,with an asphalt concrete and <br /> geotextile fabric overlay. The County expects the new overlay to last about ten years(to about <br /> 2002)under current traffic levels(San Joaquin County, 1993). As shown in Appendix A,the <br /> amount of waste disposed at the Austin Road landfill,and the number of refuse trucks, would be <br /> lower than existing(1992-93)levels, as a result of increased recycling rates, until2013. The <br /> project therefore would not cause a substantial degradation of pavement quality or a substantial <br /> increase in roadway maintenance services demand.
