III. Environmental Setting, Impacts,and Mitigations <br /> F. VEGETATION AND WILDLIFE <br /> SETTING <br /> Site Description <br /> The proposed project site,consisting of approximately 218.5 acres on threeP arcels,is located <br /> southeast of the City of Stockton, San Joaquin County,California(Stockton East 7.5'U.S. <br /> Geological Survey[USGS] quadrangle). Located on the floor of the Central Valley,the site's <br /> topography is relatively flat,ranging in elevation from 30 to 40 feet above MSL(mean sea level). <br /> The first parcel (CYA property)encompasses approximately 126.4 acres located immediately <br /> north of the existing City of Stockton landfill. The second parcel (Brocchini property) <br /> encompasses approximately 85.6 acres located immediately southeast of the existing landfill. <br /> The Brocchini property is separated from the existing landfill by the North Branch of the South <br /> Fork of Little Johns Creek(on-site). The third parcel(also CYA property,but for purposes of <br /> this document will be referred to as the triangular property)is approximately 6.5 acres and <br /> located in the northeast corner,between Austin Road,the landfill access road, and the Brocchini <br /> property. The proposed expansion parcels, as well as other properties in the immediate vicinity, <br /> primarily consist of existing or former agricultural lands. Surrounding land uses include the <br /> Forward,Inc. Landfill to the south of the Brocchini property, a California Youth Authority <br /> (CYA)facility to the north of the CYA property, and agricultural lands and associated residences <br /> along the remaining property boundaries. <br /> Although the proposed expansion site has been disturbed through historic and/or on-going <br /> agricultural uses,the site provides potential habitat for special status species occurring in the <br /> region,discussed below. Additionally,on-site drainages are afforded protection under Section <br /> 404 of the Federal Clean Water Act and Sections 1601-1603 of the Fish and Game Code, also <br /> discussed below. Finally,local biological resource conservation policies have also been adopted <br /> by San Joaquin County and the City of Stockton. <br /> Regulatory Framework <br /> Special Status Species Protection <br /> Special status species include those listed by the Federal or State governments as endangered, <br /> threatened,or candidate for listing,or listed by the California Native Plant Society(CNPS)as <br /> rare or endangered. These species have varying degrees of legal protection under both Federal <br /> III.F.1 <br />
