III. Environmental Setting,Impacts, and Mitigations <br /> A. Land Use,Plans and Policies <br /> Industrial Land Use <br /> Goal 1: Provide sufficient land for a variety of industrial uses at various locations in <br /> coordination with the provision of infrastructure services. <br /> Policy 2: Industrial activities shall be encouraged to locate where municipal services are <br /> available including adequate sanitary, storm drainage and water facilities as well as <br /> easy access to multiple modes of transportation. <br /> Policy 3: The clustering of industrial uses into areas which have common needs and are <br /> compatible will be encouraged in order to maximize their efficiency. <br /> The proposed project site is within the current service area boundaries of the City of Stockton, <br /> and is within County Service boundaries for police and fire protection as well. The proposed <br /> landfill expansion would be compatible with the existing landfill and with the Forward,Inc. <br /> Landfill to the south. <br /> Goal 2: Guide new industrial development to locations where industrial activities will not <br /> conflict with neighboring land uses. <br /> Policy 1: Industrial development shall be discouraged in locations where access conflicts with <br /> neighboring land uses. <br /> Policy 2: Industrial development should incorporate various design measures to minimize <br /> negative impacts on nearby land uses. <br /> Policy 3: Industrial uses near the Stockton Metropolitan Airport shall be guided by the policies <br /> of the Airport Land Use Commission. <br /> Policy 4: Commuting distances between residential concentrations and employment centers <br /> shall be minimized. <br /> Policy 5: New residential developments shall be located to avoid conflicting with existing or <br /> planned industrial uses. <br /> Policy 6: Ensure an adequate separation between sensitive land uses(residential,educational, <br /> health care)and industrial land uses to minimize land use compatibility problems, <br /> associated odors and air pollution emissions from industrial areas. <br /> Land uses adjacent to the existing and proposed landfill site are primarily agricultural and landfill <br /> uses,both of which are generally compatible. Nearby uses that would be less compatible with <br /> the proposed project include the residences approximately 1,250 to 1,700 feet to the south and <br /> east, a youth detention center and associated women's prison about 1,900 feet to the north,and <br /> the Stockton Metropolitan Airport approximately one and one-half miles to the northwest. The <br /> nearest residence would be removed under the project. The nearest remaining residence would <br /> HI.A.4 <br />
