Increased lighting could significantly impact <br /> 1 vision of pilots operating approaching aircraft. <br /> Page 31, L2, (a) The responsible party to continue the load checking should be the operator <br /> 2 of the landfill, not San Joaquin County. <br /> Pages 12 - 23 This section identifies several potential impacts to wetlands and wildlife <br /> species. It is recommended that the site operator retain the services of an <br /> 3 independent biologist or botanist to perform periodic inspections and <br /> evaluations concerning implementation and effectiveness of mitigation <br /> measures and environmental plans. Results of periodic evaluations should <br /> be submitted to the County for review and comment. <br /> Page 31, L.2.(a) The landfill operator shall continue the load checking program, not the <br /> 4 County. <br /> Page 51 Regulatory and Monitoring Responsibility <br /> The County's Solid Waste Division is not a regulatory a and will not <br /> �' g enc Y <br /> assume the responsibility for local regulatory and monitoring functions. <br /> This County agency responsible for this function is the Local Enforcement <br /> Agency (Environmental Health Division). <br /> Page 55 Traffic Characteristics <br /> Note that when addressing traffic flows, the EIR assumes that only licensed <br /> commercial and franchise haulers will use the site. <br /> 6 The conditional use permit should limit traffic flows of site users to these <br /> types of vehicles. The site should not accept waste from the self haulers <br /> without amending the EIR and appropriate conditional use permits. <br /> Page 103 On this page, and through out the report, there is considerable discussion <br /> programs which the City of Stockton is currently performing. The <br /> operator should be required to continue implementing these programs, for <br /> example, Corrective Action Plan, and supplying bottled drinking water to <br /> 7 owners of wells impacted by contaminated groundwater. <br /> Further regular reports should be submitted to County concerning <br /> evaluation of groundwater contamination and remediation efforts. <br /> 61 <br />
