Planning Commission Comments on Austin Road Landfill Expansion Environmental Impact <br /> Report No. ER-99-2 <br /> Tom Gau, Senior Civil Engineer,said the City of Stockton is in the process of selling the landfill to a private <br /> operator. Once the property is sold,it will be de-annexed from the City and become part of the County. This <br /> will require a General Plan change, a Zone Reclassification, and a Use Permit. The environmental <br /> documentation for this site is five years old, and since there some other issues such as biological and traffic, <br /> a supplemental EIR was prepared. <br /> Commissioner Demichelis said the supplement does not take into account the railroad with the overpass. It <br /> 1 talks about stop signs at Mariposa Road, but there's going to be an overpass there. <br /> Tom Gau said there will still be an intersection at Mariposa and Austin. <br /> Commissioner Demichelis said he has concerns regarding public safety. He said the Collegeville Fire <br /> Department is being asked to service this site. This will be a Class IV fire department with all volunteers and <br /> minimally equipped. A special district will have to be set up. They say there will be a person on duty from 8 <br /> to 5 during workdays. If there is a fire after dark, he would not let a fire truck into the landfill after dark <br /> 2 because it is too dangerous. If a truck went down the wrong road, it might drop into a hole that nobody knew <br /> was there. The State has a law which states that if two firemen go in,then two more men have to be outside <br /> and ready to go in after them. Perhaps the City of Stockton should just keep their jurisdiction. This will be <br /> very costly to a fire district. They will need constant training. There is hazardous waste out there. <br /> Commissioner Howard said he agrees about the fire department. He said the City of Lodi is exhausting its <br /> resources to cover the Victor Fire Department. <br /> Commissioner Morri said there is a bird problem because the landfill is within 10,000 feet of the airport.
