INFORMATION SHEET <br /> ORDER NO. R5-2002-0121 <br /> CORRECTIVE ACTION AT <br /> AUSTIN ROAD LANDFILL <br /> FORWARD INC. <br /> SAN JOAQUIN, COUNTY <br /> Forward Inc. owns and operates a Class III Landfill approximately seven miles southeast of <br /> Stockton on Austin Road. The facility consists of an existing unlined Class III landfill unit with <br /> a footprint of 123.3 acres. The facility has operated since 1955. <br /> A groundwater contaminant plume extents northeasterly from the facility. The contamination is <br /> characterized by the presence of volatile organic compounds (VOCs) including but not limited to <br /> vinyl chloride, tetrachloroethane, trichloroethane, and cis-l,2-dichloroethane. Previous efforts <br /> since 1991, to contain and clean up contaminated groundwater have not been successful. <br /> Existing corrective actions include landfill gas extraction as a source control measure and a <br /> groundwater pump and treat system. <br /> The Discharger submitted a Revised Engineering Feasibility Study to revise the Corrective <br /> Action Plan and complete cleanup of groundwater. The revised Corrective Actions include <br /> installation of a landfill cover on the unlined waste unit, improvements to the landfill gas <br /> extraction system and groundwater recharge. Additionally, improvements will be made to the <br /> monitor well system; and if groundwater contamination is not contained or if significant progress <br /> toward cleanup is not made additional extraction wells will be brought on line. <br /> The adoption of these WDRs will approve the actions proposed in the Revised Engineering <br /> Feasibility Study and set dates for their implementation. <br />
