w <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO. _4_ <br /> FOR ALLIED WASTE INC.&FORWARD INC. <br /> AUSTIN ROAD LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> water to the north branch of the south fork of Littlejohns Creek is regulated under a - <br /> separate Waste Discharge Requirements and NPDES permit. <br /> 21. By 1998 it was apparent that the initial corrective actions had failed to remediate the <br /> groundwater impacts and prevent further migration of contaminants. In April 1999, the <br /> City of Stockton (previous discharger) submitted a Draft Engineering Feasibility Study <br /> (EFS) for an improved corrective action plan. Staff determined that the Draft EFS was <br /> inadequate and requested changes. On 31 March 2000, ownership of Austin Road <br /> landfill was transferred to Allied Waste Inc. A revised EFS was submitted 11 June 2001 <br /> and then revised in response to comments on 30 August 2001; a Time Schedule for <br /> Corrective Action was submitted 13 December 2001; and an Evaluation Procedures for <br /> Proposed Corrective Action was submitted 26 February 2002. The resulting corrective <br /> action plan, includes the following activities: <br /> a. enhance landfill gas control system to prevent further release of VOCs from the <br /> landfill; <br /> b. continued groundwater extraction and treatment with existing extraction wells; <br /> c. implementation of a groundwater artificial recharge system using treated water; and <br /> d. additional groundwater monitoring wells to monitoring the effectiveness of the <br /> corrective action and determination of the need for modifications; <br /> e. closure of the landfill unit with an interim cover as described in Finding 5. <br /> 22. The groundwater extraction system consists of two ground water extraction wells with a <br /> combined design capacity of 305 gallons per minute(gpm). VOCs are stripped from the <br /> extracted water and the treated water will be used to artificially recharge the shallow <br /> aquifer. <br /> CEQA AND OTHER CONSIDERATIONS <br /> 23. The action to revise waste discharge requirements for this existing facility is exempt from <br /> the provisions of the California Environmental Quality Act(CEQA), Public Resource <br /> Code Section 21000, et seq., and the CEQA guidelines, in accordance with Title 14, CCR <br /> Section 15301. <br />
