R5-2003-0049 13 <br /> FORWARD INC AND ALLIED INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Parameter/Constituent Units Sampling Frequency <br /> TTLC Metals**: Cd, Cr, Pb, Ni, Zn <br /> Aquatic 96-hour Static Bioassay required if Every Lot <br /> Gasoline>5,900 ppm; or <br /> Diesel>20.000 ppm; or <br /> Motor or waste oil> 10,000 ppm. <br /> After Treatment or Discharge -- Every Lot* <br /> Final disposition of soil <br /> * The total amount of contaminated soil accepted from a site gas station,pipeline spill, etc.) <br /> shall be defined as a lot. For every lot of soil, representative testing shall be conducted <br /> before the soil is accepted at Forward, Inc. If the lot can be treated all at once, then at <br /> least one sample shall be collected and tested to establish post-treatment organic <br /> contaminant values. If the lot must be split into groups for treatment, then at least one <br /> sample shall be collected from each group and tested for organic contaminants. <br /> ** The WET method shall be run if any total metal concentration exceeds the STLC or 10 <br /> times the Designated Level if waste is discharged to the Class III landfill. <br /> Data from contaminated soil monitoring shall be organized in a tabular form and maintained <br /> by the Discharger as part of the operating record. <br /> LIQUID AND SEMI-SOLID WASTE MONITORING <br /> The Discharger shall monitor all wastes discharged to the Class II surface impoundment(s) on <br /> a daily basis and report to the Board as follows: <br /> Parameter Units Reporting Frequency <br /> Quantity discharged Gallons Quarterly <br /> Type of Material discharged -- Quarterly <br /> Source(s) of Material discharged -- Quarterly <br /> Minimum Freeboard Feet &Tenths Quarterly <br /> In addition, grab samples of impoundment contents shall be taken and analyzed for the <br /> parameters and constituents listed in Table III for Leachate Monitoring at the frequencies <br /> indicated thereunder. <br />
