a <br /> 8LFR <br /> LEVINE•FRICKE <br /> May 15, 2002003-0797TUTUOT— <br /> Mr. Robert McClellon <br /> San Joaquin County Environmental Health Division <br /> 304 East Webber Avenue, 3rd Floor <br /> Stockton, California 95202 <br /> Subject: Confirmation of Second Quarter 2002 Soil Gas Monitoring Report, Austin Road <br /> Landfill, San Joaquin County, California <br /> Dear Mr. McClellon: <br /> This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR) <br /> on behalf of Allied Waste Industries (Allied) at the Austin Road Landfill in San Joaquin County on <br /> May 2, 2002. Allied has retained LFR to conduct quarterly soil gas monitoring at the Austin Road <br /> Landfill. Soil gas monitoring conducted on May 2, 2002 revealed elevated methane concentrations <br /> in soil gas probe 2A (SGP-2A) located along the southern landfill boundary (between the Forward <br /> and Austin Road Landfills). SGP-2A and other nearby soil gas probes (Figure 1) were again <br /> monitored on May 8, 2002. <br /> In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to <br /> inform the enforcement agency (EA) that methane was detected above the lower explosive level <br /> (LEL) in SGP-2A at a concentration of 18.1 percent by volume. The methane detection likely <br /> reflects the temporary shut down of the Austin Road landfill gas extraction system for routine <br /> maintenance activities. The extraction system was shut down on March 25, 2002 for a period of <br /> approximately two weeks, and was turned back on April 8, 2002. The system was intermittently <br /> on and off for various repairs and checks and was turned back on April 25, 2002. Forward <br /> proposes to continue routine monitoring activities on a quarterly basis to confirm soil gas <br /> conditions under normal operating conditions. <br /> In accordance with CCR Title 27 Section 20937 (a)(1), an evaluation was conducted by Allied <br /> personnel regarding the necessary immediate steps to protect public health and safety and the <br /> environment. At this time, Allied has concluded there appears to be no potential hazardous <br /> conditions based on field monitoring results of on-site buildings and ambient air As shown on <br /> Table 1, monitoring of on-site facilities and ambient air in the vicinity of SGP-2A on May 8, 2002 <br /> confirms the previous findings. <br /> Procedures <br /> Concentrations of methane, oxygen, and carbon dioxide were monitored at three of Austin Road <br /> Landfill's soil gas probes using a calibrated Landtec GEM 2000 gas analyzer and extraction <br /> monitor (GEM). The GEM was certified as calibrated to factory specifications by the rental <br /> supplier, EquipCo, prior to each sampling event.
