8LFR
LEVINE•FRICKE
May 7, 2002 003-67979-00-002
Mr. Robert McClellon
San Joaquin County Environmental Health Division
304 East Webber Avenue, 3rd Floor
Stockton, California 95202
Subject: Second Quarter 2002 Soil Gas Monitoring Report, Austin Road Landfill, San Joaquin
County, California
Dear Mr. McClellon:
This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR)
on behalf of Allied Waste Industries (Allied) at the Austin Road Landfill in San Joaquin County
during the second quarter of 2002. Allied has retained LFR to conduct quarterly soil gas and water
quality monitoring at the Austin Road Landfill. Soil gas monitoring was conducted on May 2,
2002 at the closed scale-house and soil gas probe locations presented on Figure 1.
In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to
inform the enforcement agency (EA) that methane was detected above the lower explosive level
(LEL) in soil gas probe-2A (SGP-2A) at a concentration of 19.6 percent by volume. The methane
detection likely reflects the temporary shut down of the Austin Road landfill gas extraction system
for routine maintenance activities. The extraction system was shut down on March 25, 2002 for a
period of approximately two weeks, and was turned back on April 8, 2002. The system was
intermittently on and off for various repairs and checks but was turned back on April 25, 2002,
approximately five days prior to the soil gas sampling activities. Sufficient time was not allowed
for the extraction system to reach normal operating conditions before the soil gas sampling was
conducted. Forward proposes conducting additional monitoring during the week of May 6, 2002 at
SGP-2A and facilities in the vicinity of SGP-2A as well as continuing with the routine monitoring
activities on a quarterly basis.
In accordance with CCR Title 27 Section 20937 (a)(1), an evaluation was conducted by Forward
personnel regarding the necessary immediate steps to protect public health and safety and the
environment. At this time, Forward has concluded there appears to be no potential hazardous
conditions based on field monitoring results of on-site buildings and ambient air. As stated in the
previous paragraph, additional monitoring of on-site facilities and ambient air in the vicinity of
SGP-2A will be conducted during the week of May 6, 2002 as a confirmation of safe working
conditions.
Procedures. Concentrations of methane, oxygen, and carbon dioxide within the 12 soil gas probes
were monitored using a calibrated Landtec GEM 2000 gas analyzer and extraction monitor
(GEM). The GEM was certified as calibrated to factory specifications by the rental supplier,
4080CavittStallmanRoad,Suite 100,Granite Bay,California 95746-9460 • (916)786-0320 • fax(916)786-0366 • www.lfr.com
Offices Worldwide
