8LFR <br /> LEVINE•FRICKE <br /> May 7, 2002 003-67979-00-002 <br /> Mr. Robert McClellon <br /> San Joaquin County Environmental Health Division <br /> 304 East Webber Avenue, 3rd Floor <br /> Stockton, California 95202 <br /> Subject: Second Quarter 2002 Soil Gas Monitoring Report, Austin Road Landfill, San Joaquin <br /> County, California <br /> Dear Mr. McClellon: <br /> This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR) <br /> on behalf of Allied Waste Industries (Allied) at the Austin Road Landfill in San Joaquin County <br /> during the second quarter of 2002. Allied has retained LFR to conduct quarterly soil gas and water <br /> quality monitoring at the Austin Road Landfill. Soil gas monitoring was conducted on May 2, <br /> 2002 at the closed scale-house and soil gas probe locations presented on Figure 1. <br /> In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to <br /> inform the enforcement agency (EA) that methane was detected above the lower explosive level <br /> (LEL) in soil gas probe-2A (SGP-2A) at a concentration of 19.6 percent by volume. The methane <br /> detection likely reflects the temporary shut down of the Austin Road landfill gas extraction system <br /> for routine maintenance activities. The extraction system was shut down on March 25, 2002 for a <br /> period of approximately two weeks, and was turned back on April 8, 2002. The system was <br /> intermittently on and off for various repairs and checks but was turned back on April 25, 2002, <br /> approximately five days prior to the soil gas sampling activities. Sufficient time was not allowed <br /> for the extraction system to reach normal operating conditions before the soil gas sampling was <br /> conducted. Forward proposes conducting additional monitoring during the week of May 6, 2002 at <br /> SGP-2A and facilities in the vicinity of SGP-2A as well as continuing with the routine monitoring <br /> activities on a quarterly basis. <br /> In accordance with CCR Title 27 Section 20937 (a)(1), an evaluation was conducted by Forward <br /> personnel regarding the necessary immediate steps to protect public health and safety and the <br /> environment. At this time, Forward has concluded there appears to be no potential hazardous <br /> conditions based on field monitoring results of on-site buildings and ambient air. As stated in the <br /> previous paragraph, additional monitoring of on-site facilities and ambient air in the vicinity of <br /> SGP-2A will be conducted during the week of May 6, 2002 as a confirmation of safe working <br /> conditions. <br /> Procedures. Concentrations of methane, oxygen, and carbon dioxide within the 12 soil gas probes <br /> were monitored using a calibrated Landtec GEM 2000 gas analyzer and extraction monitor <br /> (GEM).
