r R <br /> CqDkCarnp Dresser&McKee Inc. <br /> Memorandum <br /> To: Mike Miller, City of Stockton <br /> From: Wayne Pickus, CDM ,l <br /> Bill Brick, CDM <br /> Date: October 6, 1998 <br /> Subject: Austin Road Landfill—Landfill Capacity Calculations <br /> The purpose of this memorandum is to present information on the remaining site life at the <br /> Austin Road Landfill (ARL) under pre-expansion permit conditions. The City of Stockton <br /> (City)is required to report remaining landfill capacity to the California Integrated Waste <br /> Management Board on an annual basis and to Forward Landfill on a quarterly basis. In <br /> addition,this information will be used to assist in the City's landfill sale process and to <br /> guide the development of a site fill-sequencing plan. <br /> The remaining refuse capacity of the landfill was determined by calculating the volume <br /> difference between existing landfill grades as reflected on the August 1998 topographic <br /> map,and final grades proposed for the pre-expansion area. The pre-expansion final <br /> contours,as depicted in Figure 1,were established in Drawing P-2 of the ARL Report of <br /> Disposal Site Information(RDSI) dated November 1996. <br /> The volume calculations were performed using the Earthworks software package <br /> developed by Softdesk,an engineering tool used in conjunction with AutoCAD. In <br /> performing the calculations,it was assumed that a four foot depth was required to <br /> construct the final cover system prior to initiating the vertical expansion. The calculations <br /> provide both a cut and fill quantity when comparing the two map surfaces:shown in <br /> Figure 1. Areas of the site have been filled above grades established irr.the`1996 RDSI. For <br /> these capacity estimates it was assumed that the total fill volurrie-:N s available'for waste <br /> disposal,and that waste placed above pre-expansion final-grades would the excavated <br /> and disposed on-site in other areas. The remaining volunie'was d `791,000 <br /> cubic yards. <br /> Capacity Calculations <br /> The volume available for waste disposal is the total air space minus the portion of the <br /> volume consumed by intermediate and daily cover. A refuse to cover soil/alternative daily <br /> cover ratio of 4:1 was applied to the calculations for ARL. This represents a total air space <br /> available for waste disposal of 80%,or 632,800 cubic yards. <br /> Site life estimates were determined based on the following assumptions: <br /> 0 Incoming Tonnage: 550 tons per day. <br />
