Memorandum <br /> To: Mike Miller, City of Stockton <br /> From: Wayne Pickus, CDM <br /> Date: August 25, 1998 <br /> Subject: Austin Road Landfill-Cover Material Borrow Source Excavation <br /> The purpose of this memorandum is to identify the issues associated with the initiation o:g a _ <br /> activities along the proposed Lirtle)ohns Creek realignment north of the Austin Road LandE L <br /> Excavation is required to establish a new borrow source for soil cover to support waste disposa. <br /> operations at the site. The current cover borrow source, the 45-acre parcel located southwest c:the <br /> waste fill,is currently at final grades. <br /> Background <br /> The current Solid Waste Facility Permit Boundary reflecting the expansion plans includes prove_:; <br /> approximately 220 feet wide running the length of the landfill's northern perimeter. This consd utes a <br /> portion of the total property which was recently annexed into the City of Stockton (City') and <br /> encompasses the flood plain for the creek realignment. It is this area which is addressed under he U.S. <br /> Army Corps of Engineers (Corps) Creek Relocation Permit and discussed in the Wetland Mitigation <br /> and Monitoring Plan for the Austin Road Landfill Expansion (Wetland Mitigation Plan),dated April 5, <br /> 1996,prepared by Jones&Stokes Associates,Inc. <br /> As requested by the City,Camp Dresser&McKee Inc (CDM)initiated the development of a grading <br /> plan to guide the excavation along the creek realignment Based on review of the Corps Permit <br /> Number 199400974 and the Wetland Mitigation Plan,it is our recommendation that grading operations <br /> be performed outside the proposed creek flood plain to the north. The basis for the recomme=dation is <br /> provided below. <br /> Permit Requirements <br /> The Corps transmitted Permit Number 199400974 to the City in correspondence dated May 17, 1997. <br /> The letter requested that the City finalize the Wetland Mitigation Plan and identify the company <br /> responsible for implementing and monitoring the plan within ninety days. The City informed the Corps <br /> at that time that grading would not occur in the near term,so the Wetland Mitigation Plan was not <br /> finalized. It appears that the Corps is anticipating a more formal grading plan to guide the excavation of <br /> the new creek alignment than the conceptual presentation provided in the Wetland Mitigation Plan. <br /> A section titled Channel Diversion Construction Guidelines on page 3-5 of the Wetland Mitigation Plan <br /> proposes guidelines to achieve a successful mitigation.
