Landfilling the' ge"area would increase the life of the Project beyond the 48 years cited in the both the Supplemental EIR and the EIR for the Austin Road Landfill Expansion.Project. 2_ Changes to docuinci is such as the General and Master Plans and the County. Integrated Waste Management Plan for the County of San Joaquim may be required to considered the extended life of the project. . 3. Changes and/or development of engineering designs to address issues such as leachate,methane g: , and compaction may be required. The above potentially significa: environmental effects would effect the Project as a whole and consequently should be disd in an environmental document of appropriate level. Per CEQA Guidelines,Section 15060,the Lead Agency,while conducting a preliminary review, should be alert for environmeril al issues that might require preparation of an EIR. Additionally, CEQA Guideboes, Section 15064,provides criteria for determining the significance of the environmental effects caused by a project.Furthermore,per CEQA Guidelines, Section 15084, the Lead Agency may require the project applicant to supply data and information to determine whether the project may have a significant effect on the environment. The CIWMB, as a responsible igency,complies with.CEQA by considering the environmental document prepared by the Lead Agency and by reaching its own conclusions on whether and how to approve the project invdlved,per CEQA Guidelines, Section 15096.
