NOV-06-2e00 15:31 FROM CA INTEGRATED WASTE MGNT TO 912094688392 P.02
SCH#9002207 18 Forward InclAustin Road Landfill Project Page 2 of 3
management firm whiob owns, ihe adjacent Forward Resource Recovery Facility has indicated,
that as Part of die Project, the` dge" area between the Austin Road Landfill and the Forward
Resource Recovery I-acility will belandfilled.,thus creating one contiguous landfill.
FRS staff has identified several potentially significant environmental effects regarding the intent
to landfill the"wedge" area between the two facilities.
1. Landfilling the"w ge"area would increase the life of the Project beyond the
49 y cited in the both the Supplemental.EI R and the EIR for the Austin.Road
Landfill Expansion Project.
2. Changes to docurneats such as the General and Master Plans and the County.
Integrated Waste Magement Plan for the County ot'S an Jo um,may be required to
considered the extended life of the project.
3. Changes and/or development of engineering designs,to address issues such as
leachate.methane g and compaction may be required.
The above potentially signific environmental effects would effect The Project as a whole and
consequently should be discuss d in an environmental document of appropriate level.
Per CEQA Guidelines,Section 15060,the Lead Agency, while con ducting a preliminary review,
should be alert for environmen issues that might require preparation of an EIR. Additionally,
CEQA Ouidebots,Section 154,provides criteria for determining the significance of the
environmental effects caused b a project.Furthermore, per CEQA Guidelines, Section 15084,
the Lead Agency may require the project applicant to supply data and information to determine
whether the project may have significant effect on the environment.
The CIWMB, as a responsible envy, complies with CEQA by considering the environmental
document prepared by the LeaA Agency and by reaching its own conclusions on whether and
how to approve the project invdlved, per CEQA Guidelines, Section 15096.
I
We hope that this information will be helpful to your agency in determining the appropriate
environmental document to hedeveloped for the Prvject. Should you have any questions, please
contact John lilac as,(916)2 5-3880,
Sincerely,
John Macanas
Environmental Review Section
re fitting and Inspection Branch
permitting and Enforcement Division
CIWMB
