STANDARD PROVISIONS AND REPORTING REQUIREMENTS September 1993 FOR WASTE DISCHARGE REQ NTS is FOR DISCHARGES REGULATED BY CHAPTER 15 AND/OR PART 258 -16- certified by that individual as meeting the prescriptive standards, or approved engineered alternative design, and performance goals of Chapter 15 prior to waste discharge. 2. All ground water monitoring and corrective action required for MSWLF units pursuant to 40 CFR Part 258 shall be implemented and certified, as appropriate, by a qualified ground water scientist as specified in 40 CFR 258.50(f). 3. Designs of waste management units shall include a Construction Quality Assurance Plan, which shall: a. be submitted for review and approval by the Board prior to construction; b. demonstrate that the waste management unit has been constructed according to the specifications and plans as approved by the Board; and C. provide quality control on the materials and construction practices used to construct the waste management unit and prevent the use of inferior products and/or materials which' do not meet the approved design plans or specifications. 4. Closure of each waste management unit shall be performed under the direct supervision of a California registered civil engineer or California certified engineering geologist. Construction 1. Materials used to construct liners shall have appropriate physical and chemical properties to ensure containment of discharged wastes over the operating life, closure, and post -closure maintenance period of the waste management units. 2. Materials used to construct leachate collection and removal systems (LCRSs) shall have appropriate physical and chemical properties to ensure the required transmission of leachate over the life of the WMUs and the post -closure maintenance period. I - sI -T � QMKOFPW�111111111 11 111 j -Pr r 7M MAO Operations I The discharger shall maintain in good working order and operate as efficiently as possible any facility, control system, or monitoring device installed to achieve compliance with the waste discharge requirements. 2. For any electrically operated equipment at the site, the failure of which could cause loss of control or containment of waste materials, or violation of this Order, the discharger shall employ safeguards to prevent loss of control over wastes. Such safeguards may include alternate power sources, standby generators, retention capacity, operating procedures, or other means.
