STANDARD PROVISIONS AND REPORTING REQUIREMENTS September 1993 <br />FOR WASTE DISCHARGE REQ NTS is <br />FOR DISCHARGES REGULATED BY CHAPTER 15 AND/OR PART 258 -16- <br />certified by that individual as meeting the prescriptive standards, or approved engineered <br />alternative design, and performance goals of Chapter 15 prior to waste discharge. <br />2. All ground water monitoring and corrective action required for MSWLF units pursuant to <br />40 CFR Part 258 shall be implemented and certified, as appropriate, by a qualified ground <br />water scientist as specified in 40 CFR 258.50(f). <br />3. Designs of waste management units shall include a Construction Quality Assurance Plan, <br />which shall: <br />a. be submitted for review and approval by the Board prior to construction; <br />b. demonstrate that the waste management unit has been constructed according to the <br />specifications and plans as approved by the Board; and <br />C. provide quality control on the materials and construction practices used to construct the <br />waste management unit and prevent the use of inferior products and/or materials which' <br />do not meet the approved design plans or specifications. <br />4. Closure of each waste management unit shall be performed under the direct supervision of a <br />California registered civil engineer or California certified engineering geologist. <br />Construction <br />1. Materials used to construct liners shall have appropriate physical and chemical properties to <br />ensure containment of discharged wastes over the operating life, closure, and post -closure <br />maintenance period of the waste management units. <br />2. Materials used to construct leachate collection and removal systems (LCRSs) shall have <br />appropriate physical and chemical properties to ensure the required transmission of leachate <br />over the life of the WMUs and the post -closure maintenance period. <br />I - sI -T <br />� QMKOFPW�111111111 11 111 j <br />-Pr r 7M MAO <br />Operations <br />I The discharger shall maintain in good working order and operate as efficiently as possible <br />any facility, control system, or monitoring device installed to achieve compliance with the <br />waste discharge requirements. <br />2. For any electrically operated equipment at the site, the failure of which could cause loss of <br />control or containment of waste materials, or violation of this Order, the discharger shall <br />employ safeguards to prevent loss of control over wastes. Such safeguards may include <br />alternate power sources, standby generators, retention capacity, operating procedures, or other <br />means. <br />
