Prior to removal of these solids, sufficient samples shall be taken for their characterization and classification pursuant to Article 2 of Chapter 15. The rationale for the sampling protocol used, the results of this sampling, and a rationale for classification of the solids shall be submitted to the Board for review. The solids may be discharged to the Class M landfill units only if the Board determines that they qualify for classification as "nonhazardous solid waste" or "inert waste." 12. Water used for facility maintenance shall be limited to the minimum amount necessary for dust control.
