61 <br />Chapter1 <br />Project Location <br />The Austin Road Iandfill site is located 3 miles southeast of the City of Stockton (City). The <br />site is 1 mile east of State Route (SR) 99, west of Austin Road, and approximately 2,000 feet south <br />of the Northern California Youth Center facilities (Figure 1-1). <br />Project Purpose <br />To meet the long-term disposal needs of its existing and future population, the City is <br />proposing to expand the Austin Road Landfill capacity. The existing landfill is expected to reach its <br />planned capacity within 5 years if the current waste stream is maintained. Without the expansion <br />prcject, the City willbefacedwith findingan alternativedisposal 1 2002. The proposed F.'• - <br />ct <br />would extend the life of the permitted landfill to 2053. Ile final environmental impact report (EIR) <br />for the Austin Road Landfill Expansion Project (SCH 90020718) was certified by the Stockton City <br />Council on September 6, 1994. <br />The purpose of realigning Littlejohns Creek would be to maximize the area available for <br />landfilling, reduce the overall cost of project design and implementation, and increase the habitat <br />values of the creek corridor. 'Me landfill expansion project could be implemented without relocating <br />the strewn channel, but with less than 50% of the proposed landfill expansion capacity and at a <br />substantially higher cost. More importantly, the habitat values of the relocated channel would be <br />much higher than they would be if the stream were maintained in its present location and constrained <br />on both sides•. .levees and the <br />surrounding . 1 '. <br />The purpose of this document is to present the City's proposed resource mitigation and <br />monitoring plan for filling a portion of the north branch of the south fork of Littlejohns Creek that <br />Wetland Mitigation and Monitoring Plan for the Chapter 1.
