14 11 Qualitative Field Observations. As part of the vegetation monitoring activities, qualitativ field observations should be made to identify significant factors affecting plant survival such browsing, vandalism, and poor stock. Replacement Plants. If replacement for dead plants is necessary, replacement plants mu be of the same species and must be planted in the same location as that of those being replace Appropriate substitutions to species and locations can be made with the approval of the restorati specialist. Photodocumentation. Color photographs creating a panoramic view should be taken at project site from locations identified as part of the detailed revegetation construction plan' Photographs should be taken with a 50 -millimeter (nim) lens on a 35 -mm camera to avoid distortion caused by wide-angle and telephoto lenses. Some additional photographs may be taaken wi a wide-angle lens to provide an overview of broad areas. In addition to the standard project si photographs to be taken from preselected locations, photographs will be taken to record any even that significantly affect the overall success of the project site (e.g., fire, erosion, and vandalism). Performance Standards A minimum of 2.97 acres of jurisdictional waters, including 0.88 acre of wetland, will be present in the strewn channel at the end of 5 years. The target percent cover or survival rates by plant species and ecological planting zones are outlined in Table 3-3. Monitoring will cease after 5 years if these targets have been met. If any of the targets are not met, monitoring will continue until reasonable progress toward the final success criteria is shown. Creekside Zone. The creekside ecological zone must have an overall canopy cover of 10% by the end of the third growing season and 26% by the end of the fifth growing season. These performance standards were derived from the regional growth rate of 2 feet per year in canopy diameter for willows and cottonwoods. This growth -rate estimate was combined with the specified planting density of 15 feet on center (225 per acre) to create a model of percent cover for years 3 and L 5 (Figure 3-5). The canopy is expected to close by year 10, assuming 80% survival over the first 2 years, 75% through the first 5 years, and no further mortality after year 5. This estimate assumes an increase in canopy cover at a rate of 2 feet per year until the canopy reaches 20 feet in diameter. This closure estimate is conservative. Closure, defined as 90% cover, is expected to be achieved sooner because of natural establishment of riparian species. Cottonwood -Willow Zone. Performance standards for the cottonwood -willow zone are the same as those for the creekside zone. Oak -Woodland Zone. Survivorship of plantings in the oak -woodland zone must be at least 80% at the end of the second growing season and at least 75% by the end of the fifth growing season.
