CA0082911 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region,(hereafter Board) <br /> finds that: <br /> 1. The City of Stockton(hereafter Discharger) submitted a Report of Waste Discharge, dated <br /> 31 January 1997, and additional information dated 9 April 1997, for a permit renewal to <br /> discharge waste under the National Pollutant Discharge Elimination System(NPDES). <br /> 2. The Discharger discharges waste from a groundwater treatment system designed to remove 0 <br /> volatile organic compounds (VOCs) from groundwater. Treated groundwater is discharged <br /> into the north branch of the south fork of Littlejohns Creek which is tributary to the San <br /> Joaquin River, a water of the United States, at a point defined as W 121°11'4",N 37°53'3", <br /> as shown on Attachment A,which is attached hereto and made part of this Order by <br /> reference. <br /> 3. Pumped groundwater is treated by air stripping and"granular activated carbon filtration <br /> operated in series,then discharged to a manhole prior to discharge to Littlejohn Creek. <br /> The activated carbon is regenerated or disposed of off-site. The existing treatment system <br /> is designed for a flow of 400 gpm(580,000 gpd) of extracted groundwater, and has been <br /> operated at a flow of approximately 305 gpm (440,000 gpd). The Discharger is <br /> investigating the extent of the VOC plume,and has requested the permitted discharge be <br /> increased to 550 gpm(790,000 gpd) This permit allows flows to be increased upon <br /> Executive Officer approval. <br /> 4. The applicable water quality criteria and objectives which are most stringent, and which <br /> were considered in this permit for constituents of concern are as.follows: <br />
