City of Stockton Draft Amended Report of Waste Discharge(AROWD) <br /> Austin Road Landfill Work Plan <br /> ■ Prepare an Engineering Feasibility Study(EFS). This report will provide a description and <br /> evaluation of potential corrective actions for the off-site groundwater contamination. A <br /> recommended corrective action will be described and costed in a level of detail sufficient <br /> to begin design. <br /> ■ Design the corrective action system and prepare plans and specifications for construction. <br /> 1.2 Tasks <br /> In order to achieve the objectives described above,the Work Plan for the plume delineation <br /> program has been structured into three tasks: <br /> ■ Task 1 -Review of Existing Data. Evaluate existing site information and develop a <br /> conceptual framework of the current hydrogeologic setting and migration and fate of the <br /> VOC plume. The site conceptual framework will provide the basis for all subsequent <br /> activities. <br /> ■ Task 2-Field Investigation. The field investigation,consisting of environmental sampling <br /> and aquifer testing,is performed to reduce uncertainty in the conceptual framework. <br /> 1 ■ Task 3- Data Analysis and Reporting. The conceptual framework is refined through the <br /> interpretation of the data obtained under Task 2. Site data will be evaluated using a <br /> variety of techniques,from graphing to numerical computer modeling,to develop an <br /> improved understanding of hydrogeologic conditions and to support the design of <br /> modified corrective action measures. <br /> The Work Plan describes each of these tasks in detail,including sampling and analytical laboratory <br /> methods,quality assurance procedures,data management,and a schedule for completion of the <br /> work. <br /> 1.3 Work Plan Organization <br /> The Work Plan activities are presented by task. Following the presentation of the three tasks,a <br /> detailed schedule is provided identifying submittal dates for the technical memorandum <br /> documenting the findings in Tasks 1 through 3 and a submittal date for the Engineering Feasibility <br /> Study. <br /> 2.0 Work Plan Tasks <br /> 2.1 Task 1 - Review of Existing Data <br /> The existing groundwater quality,hydrogeologic and extraction well operational data will be <br /> assembled and reviewed to develop a conceptual framework of the current characterization of the <br /> VOC plume at the Austin Road Landfill. This framework is used as a tool for identifying the areas <br /> where data is needed to define the lateral and vertical extent of groundwater contamination.
