Permitting and Enforcement Committee Meeting January 15. 1998 <br />Attachment 3 Agenda Item' <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br />Resolution 98-13 <br />WHEREAS, the Permitting and Enforcement committee had previously authorized staff to <br />begin the process for revision of waste tire regulations, and <br />WHEREAS, staff are concerned that certain existing regulatory exclusions from the <br />requirements of operators of waste tire facilities to obtain waste tire facility permits and to <br />comply with state minimum standards for safe storage of waste tires may pose significant risks to <br />the public health and the environment and are unenforceable, and <br />WHEREAS, these conditions constitute an emergency which should be addressed on an <br />accelerated schedule, <br />The Board authorizes the staff to prepare and submit to the Office of Administrative Law a <br />statement of emergency and emergency regulations which would remove from regulation certain <br />exclusions from the requirements for operators of waste tire facilities to obtain waste tire facility <br />permits and to comply with state minimum standards for safe storage. of waste tires. <br />Lei 01 t -V I 13i <br />The undersigned Executive Director, or his designee, of the California Integrated Waste <br />Management Board does hereby certify that the foregoing is a full, true, and correct copy of a <br />resolution duly and regularly adopted at a meeting of the California Integrated Waste <br />Management Board held on <br />Dated: <br />Ralph E.
