• <br />November 13, 1997 <br />Jeff Hackett c/o <br />California Integrated Waste Management Boad <br />8800 Cal Center Drive <br />Sacramento, CA 95826 <br />Re: Austin Road Landfill <br />�!_A <br />The San Joaquin County Environmental Health Division (EHD) has reviewed the permit submitted by the <br />California Integrated Waste Management Board (CIWMB) for Austin Road Landfill, and found that there <br />are several areas of concern to this Department. The permit states that Austin Road Landfill meets the state <br />minimum standards. Based on file records existing at the time the EHD was the LEA for the facility, the <br />following concerns were identified: <br />1. A successful "winter plan" had not been developed. The site continually had waste that lacked either <br />daily cover, or alternative daily cover (ADC), or exceeded the 21 -day ADC limit for soil cover <br />placement (17682 & 17258.21). <br />2. The site had a poor history with litter both on site and off site, and continues to have blowing litter <br />leaving the site and blowing across the county maintained Austin Road (17711). <br />3. Samples of leachate had not been taken as directed in the cities' regional waste discharge requirements <br />(17704). <br />4. The erosion issue had not been addressed. Replacing dirt on intermediate cover when refuse was <br />uncovered was considered "erosion control". This will not promote vegetative growth or other means of <br />control to prevent further erosion occurrence (17708). <br />5. The extent of the ground water contamination plume had not been identified as directed by the Regional <br />Water Quality Control Board. <br />6. The site regularly had problems with Little John Creek rising above its banks and inundating the toe of <br />the landfill with water (17709). <br />7. The operator was unable to keep litter out of Little John Creek (17711). <br />8. Drinking water analyses from off-site private wells have confirmed groundwater contamination. <br />These concerns do not appear to be in accordance with the state minimum standards. <br />If you have any questions, please contact Steven Mindt, Sr. RENS, at (209)468-0343. <br />Karen Furst, M.
