Landfill under AB 939 will be accomplished by these two sources.
In addition, to further aid the County in meeting AB 939 goals, a
moderate recycling program is planned at the Foothill Sanitary
Landfill. Materials targeted for recycling at the Foothill
Sanitary Landfill include source separated materials (i.e. glass,
cans, paper, and plastic) , metals, agricultural chemical
containers, tires, wood, and white goods.
Source separated materials as well as metals are loaded into
recycling bins. These materials are taken to market when sufficient
quantities are accumulated. Agricultural chemical containers are
stored and recycled in accordance with the County's Agricultural
Chemical Container Recycling Plan (Appendix C) . Tires are stored
and recycled in accordance with the County's Waste Tire Handling,
Storage, and Removal Plan (Appendix D) . Wood waste is stockpiled
in a vacant area as approved by the LEA and local fire district.
When sufficient quantities of wood have been stockpiled, a private
contractor is hired to chip and reprocess the wood. White goods
are stockpiled in a separate vacant area from the wood waste, and
are taken to market in bins as necessary. All recyclables are
transported to market as frequency permits.
2 .8 NOISE IMPACTS
The remoteness of the site minimizes the noise impact on those in
the general vicinity. Adequate mufflers are maintained on all
equipment to provide proper noise control for protection of
employees and those utilizing the site for waste disposal. No
complaints of noise have been received to date.
2 .9 COMPATIBILITY WITH FIRE REQUIREMENTS, ADJACENT LAND USE,
COUNTY SOLID WASTE MANAGEMENT PLAN, AND COUNTY GENERAL PLAN
Fire is controlled first by the procedures called out in Section
2 . 6. 6 above. At the request of the State Department of Forestry,
400 foot wide fire breaks are maintained around the east and south
sides of the landfill area, and 150 foot wide fire breaks are
maintained on the north and west sides of the landfill area. A
30, 000 gallon on-site pond (station 3400N/1800E) is maintained to
provide backup water capacity for fire trucks used at the site in
the event of a fire (Figure 4) . The Cat D8 and D7 dozers are used
to maintain all fire breaks around the landfill area.
Table 3 lists the land use of all adjacent and on-site parcels
within San Joaquin County according to Assessor Parcel Number (APN)
as found in San Joaquin County Assessor Rolls. The parcels are
shown on Figure 7 of this report. Adjacent land to the east of the
site within Stanislaus County is not listed; however, this land is
also non-irrigated open land used primarily for grazing.
14
