The only access to the site is Waverly Road, a two-lane, paved <br /> rural road which runs north and south. <br /> Three existing signs direct traffic to the site. A sign is posted <br /> at the intersection of Shelton Road and Escalon-Bellota Road, just <br /> off Highway 26, stating "Foothill Sanitary Landfill" , which directs <br /> traffic to proceed down Shelton Road. A second sign is posted at <br /> the intersection of Shelton Road and Waverly Road, which directs <br /> traffic to proceed down Waverly Road. A third road sign exists at <br /> the entrance to the site, stating "Disposal Site" , which directs <br /> traffic to proceed down the entrance road to the attendant gate <br /> house. The entrance road is paved to the vicinity of the current <br /> working face. The entire site perimeter is fenced and the entrance <br /> road gate is locked after hours to prevent unauthorized access. <br /> Currently, approximately 90% of the waste comes in County transfer <br /> trucks from the LTS. Foothill currently receives an average of 20 <br /> transfer truck loads per operating day from the LTS. In addition, <br /> public traffic and commercial traffic average approximately 27 and <br /> 3 loads per operating day respectively. <br /> Upon commencement of operations at the TMRTF, the site will receive <br /> approximately 15 additional transfer truck loads per day. No <br /> increase in public or commercial traffic is anticipated. <br /> 5. 1 PLANNED ACCESS IMPROVEMENTS <br /> The current roads traveled by transfer trucks are in good <br /> condition. Therefore, no improvements to access roads are planned <br /> at this time. <br /> 6. 0 PROPERTY BOUNDARIES AND ADJACENT LAND USE <br /> The 800 acre Foothill Sanitary Landfill is owned by San Joaquin <br /> County. The entire site is operated by Foothill Sanitary Landfill <br /> Inc. Figure 8 is a plot plan showing legal boundaries, all parcels <br /> and land uses within 1, 000 feet of the landfill. Land uses near <br /> the landfill include the following (see Figure 7 also) : <br /> North: Dry Grazing - AG 160 <br /> South: Dry Grazing - AG 160 <br /> East: Open Land (Out of County) <br /> West: Dry Grazing - AG 160 <br /> The San Joaquin County Land Use Map designates the site and its <br /> surroundings as agriculture with a 160 acre minimum parcel size. <br /> Approximately 3 residences are located within 1 mile of the site <br /> perimeter. Drawing 3 of Appendix A shows the limits of existing <br /> and planned disposal areas relative to the property boundary lines. <br /> Figure 9 shows water wells located within 1 mile of the site <br /> perimeter. The water wells are currently being used for watering <br /> 21 <br />
