No total organic compounds measured as methane were detected in two <br /> of the four gas probes, Probes P-1 and P-2 . Except for Probe P-2 , <br /> the four probes were within 50 feet of the fill area at the time of <br /> the ASWAT. Probe P-2 was over 400 feet from the fill area. For <br /> the other two probes, the concentrations were between 9 and 24 <br /> percent by volume (Probes P-3 and P-4) indicating a potential for <br /> landfill gas migration. <br /> A permanent landfill gas monitoring system will be installed in the <br /> future when the next module has been completed. The monitoring <br /> system will be in accordance with the California Integrated Waste <br /> Management Board's (CIWMB) Regulations for Closure and Postclosure, <br /> Title 14, Chapter 3 , Article 7.8. A monitoring network will be <br /> established and monitored according to the regulations. Monitoring <br /> results will be submitted to the Local Enforcement Agency at <br /> regular intervals. <br /> An interim gas monitoring plan approved by the LEA is currently <br /> being implemented. This plan requires quarterly monitoring of <br /> three structures (shop building, foreman's residence, and <br /> scalehouse) and four holes (2' deep) around the perimeter of the <br /> fill area. <br /> 13 . 0 CLOSURE AND POSTCLOSURE PLAN <br /> All closure and postclosure maintenance activities for the site <br /> will conform to an approved closure and postclosure maintenance <br /> plan. The plan will be prepared in accordance with the Regional <br /> Water Quality Control Board (RWQCB) and- the CIWMB closure <br /> regulations. The RWQCB and the CIWMB will be notified at least 180 <br /> days before beginning any closure activities, and within 30 days <br /> after their completion. All closure activities will be observed <br /> and documented by a registered civil engineer or a certified <br /> engineering geologist. Closure activities will be documented in a <br /> written report. This section outlines the future proposed closure <br /> and postclosure maintenance plan for the site. The site will <br /> remain closed after termination of disposal operations. only <br /> authorized personnel will have access to the site to perform <br /> necessary maintenance and monitoring. <br /> 13 . 1 LANDFILL SLOPES AND FINAL COVER <br /> Final landfill side slopes will be constructed no steeper than 3 : 1 <br /> horizontal to vertical. Final landfill top surface slopes will be <br /> constructed between 3 and 6 percent to provide sufficient slope for <br /> surface-water runoff and prevent slope reversal due to possible <br /> landfill settlement. Drainage swales will be constructed and <br /> maintained at a minimum 0. 2 percent slope to divert surface <br /> drainage away from covered waste fill areas. <br /> 35 <br />
