The Integrated Waste Manager, Senior Solid Waste Engineer, <br /> Solid Waste Operations Manager, and Landfill Site Foreman are <br /> certified by the Solid Waste Association of North America (SWANA) <br /> as Managers of Landfill Operations. In the event of an emergency, <br /> one of the administration or operation personnel listed above will <br /> be contacted. Figure 15 presents the management organization of <br /> the Foothill Sanitary Landfill. <br /> 14. 3 ADMINISTRATIVE RECORDS AND STAFF TRAINING <br /> Staff training meetings are held on a weekly basis to discuss new <br /> procedures and policies. Safety issues are also discussed, <br /> including any accidents that may have occurred and strategies to <br /> prevent their re-occurrence. A foreman meeting is held <br /> periodically to discuss policy, operations, and safety issues with <br /> an emphasis on accident prevention. Mr. Jaime Perez, Solid Waste <br /> Operations Manager for the County, periodically conducts a waste <br /> screening training course at the County's landfill sites. This <br /> course is put out by the Solid Waste Association of North America <br /> (SWANA) , and meets federal Subtitle D requirements for waste <br /> screening. <br /> 15. 0 REGULATORY PERMITS <br /> The two state agencies which regulate solid waste management at the <br /> Foothill site are the CIWMB and the RWQCB. In addition, the <br /> Environmental Health Division of the County is the designated LEA, <br /> which also regulates solid waste disposal facilities. Regulations <br /> developed by these agencies regulate landfill operations, minimum <br /> health standards and monitoring and mitigation of environmental <br /> effects of landfills. <br /> Foothill Sanitary Landfill operates under Solid Waste Facilities <br /> Permit No. 39-AA-0004 (see Appendix F) . This permit was approved <br /> by the CIWMB on September 13 , 1992 . <br /> Foothill Sanitary Landfill also operates under Waste Discharge <br /> Requirements (WDR) No. 94-258 (Appendix F) . The RWQCB recently <br /> revised Article 5 of Chapter 15 of the California Code of <br /> Regulations, Title 23 to meet federal Subtitle D regulations. <br /> 38 <br />
