Foothill Sanitary Landfill Preliminary Closure Plan
Revision #1 May 6, 1994
MAXIMUM EXTENT OF LANDFILL REQUIRING CLOSURE
The remainder of the landfill will be developed in approximately
20 acre modules and the modules will be closed as the landfill
develops. Therefore, the maximum extent of the landfill that
will ever require closure at any given time is estimated to be
when the existing 80 acres has been filled, the next module (20
acres) has begun to accept waste, and another module has been
partially excavated (10 acres) for soil. In this case, the
existing 80 acres and first lined module would need final cover
and the partially excavated module would have to be refilled with
soil.
STRUCTURE REMOVAL
Landfill structures (Figure 3) consist of a main gatehouse (about
100 sq. ft. ) , a maintenance building (3000 sq. feet) , and a
foreman's residence (1500 sq. ft. ) . All concrete foundations,
flooring, and pads will be removed after final closure (estimated
at the year 2062) . It is uncertain, at this time, whether any
of the structures will be salvaged for use elsewhere.
DECOMMISSIONING ENVIRONMENTAL CONTROLS
Any gas wells or probes which may have been installed inside or
adjacent to landfill structures will be filled and sealed with
bentonite upon removal of the structures. The perimeter
monitoring devices, the groundwater monitoring network, and the
leachate collection and removal system will remain intact and
maintained for the 30 year postclosure monitoring period. After
the monitoring period has expired, all monitoring device wells
will be decommissioned to comply with County ordinances and state
regulations. Drainage controls will remain to prevent ponding
and leachate production after closure.
SITE SECURITY
Sixty days prior to the closure of the site, a sign stating the
date of closure and alternative waste disposal site will be
posted at the point of access. The sign will remain at least 180
days after the last waste shipment. Also, a notice will be
placed in a local newspaper containing the information above.
Within ten days following the last waste shipment, a sign will be
posted at the access point indicating a local or toll free
telephone number for emergency notification and where the
closure/postclosure plans are kept and can be viewed. Also, the
entrance will be secured with a gate allowing access to
authorized personnel only., The entire perimeter of the property
will be fenced to protect the monitoring devices.
12
