2. Recommendations: <br /> a. Waste Confinement and Compaction: <br /> Waste should be compacted with the landfill compactor <br /> moving up-hill whenever possible. This procedure will <br /> maximize compaction which will in turn, reduce <br /> settlement, decrease soil usage, and decrease the <br /> potential for litter, fire and odor problems. <br /> b. Grade Control: <br /> As mentioned above in the Field operation Evaluation <br /> Section, site drainage is generally good. However, as <br /> the site approaches final grade, precise grade control <br /> will have to be employed. This aspect of operation will <br /> involve setting of grade stakes using the existing <br /> benchmarks installed at the site. Equipment operators <br /> will have to become familiar with understanding and <br /> following grade stakes to control refuse cell building. <br /> B. Site Engineering: <br /> 1. Current Site Engineering: <br /> Site engineering is required to comply with state and federal <br /> regulations regarding design plans and site environmental <br /> monitoring. currently, the County contracts out to perform <br /> groundwater and surface water monitoring. County staff <br /> performs landfill gas monitoring in accordance with an <br /> approved Landfill Gas Monitoring Plan. County staff also <br /> provides some surveying services including grid staking and <br /> topographic surveys. Day to day surveying is performed by the <br /> on-site foreman and his staff. <br /> To date, results of site environmental testing on ground <br /> water, landfill gases and air indicate that the landfill has <br /> not affected these aspects of the site's regional environment. <br /> 2 . Recommendation <br /> Groundwater monitoring must continue in accordance with <br /> approved Waste Discharge Requirements. Landfill gas <br /> monitoring will continue in accordance with the Landfill Gas <br /> Monitoring Plan. Continual efforts will be made by County <br /> staff and Foothill ' Sanitary Landfill Inc. staff to improve <br /> operations. <br /> 32 <br />
