2. Recommendations:
a. Waste Confinement and Compaction:
Waste should be compacted with the landfill compactor
moving up-hill whenever possible. This procedure will
maximize compaction which will in turn, reduce
settlement, decrease soil usage, and decrease the
potential for litter, fire and odor problems.
b. Grade Control:
As mentioned above in the Field operation Evaluation
Section, site drainage is generally good. However, as
the site approaches final grade, precise grade control
will have to be employed. This aspect of operation will
involve setting of grade stakes using the existing
benchmarks installed at the site. Equipment operators
will have to become familiar with understanding and
following grade stakes to control refuse cell building.
B. Site Engineering:
1. Current Site Engineering:
Site engineering is required to comply with state and federal
regulations regarding design plans and site environmental
monitoring. currently, the County contracts out to perform
groundwater and surface water monitoring. County staff
performs landfill gas monitoring in accordance with an
approved Landfill Gas Monitoring Plan. County staff also
provides some surveying services including grid staking and
topographic surveys. Day to day surveying is performed by the
on-site foreman and his staff.
To date, results of site environmental testing on ground
water, landfill gases and air indicate that the landfill has
not affected these aspects of the site's regional environment.
2 . Recommendation
Groundwater monitoring must continue in accordance with
approved Waste Discharge Requirements. Landfill gas
monitoring will continue in accordance with the Landfill Gas
Monitoring Plan. Continual efforts will be made by County
staff and Foothill ' Sanitary Landfill Inc. staff to improve
operations.
32
