I. PRELIMINARY POSTCLOSURE MAINTENANCE PLAN <br /> LAND USE <br /> The Foothill Sanitary Landfill will be utilized as Open Area upon <br /> closure. No land use of the "Open Area" is contemplated. Once <br /> final grading is achieved, grass will be planted for erosion <br /> control and the site will be monitored, inspected, and maintained <br /> per the postclosure maintenance plan. <br /> MAINTENANCE AND MONITORING <br /> The landfill will be inspected and monitored on a regular basis. <br /> Typically, an engineer will inspect the site quarterly for the <br /> following items: <br /> 1. Final cover will be inspected to make sure that factors <br /> such as subsidence, settling, and erosion are not <br /> adversely affecting its performance. If deficiencies are <br /> found, the County will correct the problems. <br /> 2. The drainage system will be inspected to make sure it is <br /> directing runoff water into perimeter ditches and natural <br /> swales to protect the integrity of the final cover. Drain <br /> ditches will be regraded if necessary. Sediments caused <br /> by blockage and erosion will be removed during the <br /> regrading. Any sediment removed will be used to fill <br /> settled areas. <br /> 3 . The vegetative cover layer will be inspected to confirm <br /> that the vegetation is thriving and protecting slopes from <br /> erosion. If necessary, an irrigation system can be <br /> installed, or an alternate vegetation type will be <br /> selected that will thrive in the environment. <br /> 4. The leachate collection system will be monitored monthly <br /> to make sure the collection sump is not reaching capacity. <br /> The leachate will be removed from the site and taken to <br /> a waste water treatment plant. Additionally, leachate <br /> collection lysimeters will be installed to check for <br /> production of leachate to measure the success of the <br /> liner. If the leachate monitoring suggests that the liner <br /> is failing, steps will be taken to either repair the liner <br /> or reduce the amount of leachate being produced by adding <br /> clay or a soil amendment to the barrier layer. <br /> 5. Landfill gas levels during postclosure will be monitored <br /> quarterly at the perimeter monitoring network to determine <br /> if gas is migrating off site. Currently, there are no <br /> 2 <br />
