PRELIMINARY CLOSURE PLAN <br /> INTRODUCTION <br /> This report presents the preliminary closure plan for the <br /> Foothill Sanitary Landfill, located approximately eighteen miles <br /> east of Stockton, California on Waverly Road (Figure 1) . The <br /> landfill site is 800 acres owned by San Joaquin County. The <br /> Foothill Sanitary Landfill is a Class III solid waste facility <br /> and has been in operation since the mid 1960's. <br /> The County Department of Public Works has recently prepared a <br /> preliminary design for the site. To date, approximately 80 acres <br /> have been filled. According to the County's preliminary design, <br /> the site has approximately 108, 257, 000 cubic yards of air space <br /> remaining. The estimated site life for the Foothill Sanitary <br /> Landfill is approximately 68 years with implementation of <br /> Assembly Bill (AB) 939 waste diversion goals. <br /> The existing landfill area is not underlain by a liner. However, <br /> all future modules will have a combination low permeability soil <br /> and geosynthetic liner. The entire 800 acres is permitted for <br /> landfilling. <br /> The landfill will be developed into 29 distinct but continuous <br /> modules. As each module is filled, it will be closed to conform <br /> to the closure plan (see Drawing 3) . When the last module is <br /> filled to capacity, only the final grading and revegetation of <br /> the last module should be necessary for closure. In keeping with <br /> the operational design for the landfill, the closure costs have <br /> been estimated to equal the cost when closure will be the most <br /> expensive. <br /> 'This preliminary closure plan is designed to comply with the <br /> California Integrated Waste Management Board's Emergency <br /> Regulations currently in effect for Closure and Postclosure. <br /> EXCAVATION AND FILL SEQUENCE <br /> The Foothill Sanitary Landfill will be excavated and filled in <br /> individual modules. The first lined module is currently being <br /> excavated, and the soil is being used for daily and intermediate <br /> cover on the existing landfill area. When the lined module is <br /> being filled, the next module will be excavated, and the soil <br /> will be used for daily and final cover. This sequence will <br /> continue until the entire site is filled. The post excavation <br /> and pre-landfill topography for the site is shown on Drawing 2 . <br /> Each module will be covered with proper drought resistant <br /> vegetation upon placement of final cover.
