0
Preliminary Postclosure Maintenance Plan
Foothill Sanitary Landfill - Revision #1 May, 1994
II. PRELIMINARY POSTCLOSURE MAINTENANCE COSTS
Postclosure Maintenance costs are estimated on an annual basis.
REVEGETATION
Assume that approximately 10 acres of the landfilled area will
require annual fertilization to revegetate poorly established
areas. Revegetation can be performed by a contractor for
approximately $1, 000 per acre.
1. COST
($1000 x 10 AC) $10,000
LEACHATE MANAGEMENT
Theoretically, once the final cover has been placed and the
landfill has been closed, no infiltration of water will occur and
no leachate will be produced. In practice, this probably will not
be the case, as long term leachate may be generated by the moisture
produced from the refuse decomposition. Therefore, a cost and
theoretical (assumed) production rate will be applied for
estimating postclosure management cost.
A leachate collection and removal system will be installed in each
module following excavation. During postclosure, the system will
have to be maintained and monitored. It is planned to filter any
, leachate collected with a County-owned filtering system. Based on
the most expensive time of closure, only one sump will be in place.
2 . COST
a. Collection and Disposal
Assuming one collection sump, producing approximately
1000 gallons per month. The County's cost to filter the
leachate is approximately $0. 10 per gallon.
(i x 1000 x $0. 10 x 12) $1,200
4
