IV. FINANCIAL ASSURANCE
The current cost estimates submitted with this plan indicate that
capital closure cost is estimated at $ 1,561, 000. The annual
Postclosure cost is estimated at $ 96,280. An enterprise fund
has been established to ensure that adequate funds will be
available for closure and postclosure at the most expensive time
of closure. The following calculations show how much money per
ton of waste will be collected to provide adequate funds.
Design Capacity = 108, 257, 000 cubic yards
Final cover soil = 4, 266, 000 cubic yards
Waste Capacity (includes daily cover) = 102, 116,000 cubic yards
1. Total Site Capacity = 45,952, 000 tons.
2 . Capacity of first three modules = 4,754,000 tons.
3 . Total Closure Cost $ 1, 561, 000 / 4,754, 000 = $.33/ton.
4. Total Postclosure Cost $2 ,888, 400 / 4,754, 000 = $.61/ton.
5. Total cost/ton for closure and postclosure = $0.94/ton.
* Closure and Postclosure funds collected are based on the
life and capacity for the first three modules only, since
this would be the most expensive time for closure. The
formula used to calculate the annual deposits is taken from
Title 14, Chapter 3 , Article 7 .8, section 18282 (b) (3) .
A total of $0.94 will be set aside in the closure enterprise fund
for each ton of waste received. This will guarantee that
sufficient funds will be available for closure and postclosure at
the most expensive time.
27
