4. The EARTHWORK CONTRACTOR shall notify the OWNER at least 3 working days in advance of when the clay is completed and ready for as- built surveys. The OWNER will survey the top of the clay liner to determine that the required minimum thickness and grades have been achieved. The survey shall be performed within two days of the clay liner being.completed and in accordance with Section 01410, SURVEYS. The survey results will provide coordinates and elevations of the clay liner surface at the established 75-foot grid and delineating prominent features. The results of the survey shall be provided to the QA/QC CONSULTANT for approval prior to placing overlying materials. The QA/QC CONSULTANT shall have 2 working days to review survey results and may independently verify survey results. The time taken by the QA/QC CONSULTANT in checking and verifying the survey results will be considered included in the total calendar days allotted the EARTHWORK CONTRACTOR before liquidated damages are assessed. B. After completion of excavation in the base, and prior to clay liner construction, proof-roll the excavation surface with a loaded dump truck or similar heavy- wheeled vehicle to detect soft or loose zones. Notify the QA/QC CONSULTANT prior to commencement of proof-rolling. If soft or loose zones are found, excavate the soft or loose material to a depth accepted by the QA/QC CONSULTANT, then fill and compact with Clay Liner Material. C. Clay Liner Compaction: 1. Start after the successful completion of the clay liner subgrade. 2. Soil shall be spread evenly over the prepared subgrade with a thickness as required to achieve a 6-inch compacted lift, with a maximum 8-inch loose lift. 3. The minimum final thickness of the clay liner shall be as shown on the Construction Drawings. 4. Moisture conditioning shall be uniform throughout each lift. Use tilling, discing, or other options to thoroughly mix soil and water. If underlying lifts are allowed to dry out, they shall be reconditioned and recompacted prior to placement of new liner material. 5. The clay liner shall be compacted in-place to a minimum dry density of 90 percent relative compaction at a water content of 3 to 8 percent greater than the optimum water content as measured by ASTM D1557. 6. Scarify surface of each lift to a depth of 2 inches prior to placing the subsequent lift of Clay Liner Material. 7. Clay Liner Material shall not be placed at a high water content so that excessive cracking occurs when the layer dries out. 8. Clay liner soil shall be sufficiently blended and compacted to provide a homogeneous clay liner sufficient to meet required permeabilities. 0 Forward Landfill WMU FU-04 02300 14 EARTHWORK
