1 INTRODUCTION
1.1 Purpose
This Construction Quality Assurance(CQA)Manual has been prepared for Forward,Inc.(Forward)
by a Registered Civil Engineer in accordance with Title 27,California Code of Regulations(CCR),
Division 2, Sections 20323 and 20324, titled "CQA Plan and CQA Requirements." This manual
describes CQA procedures for construction of the liner and leachate collection and removal system
(LCRS)for Waste Management Unit FU-04(WMU FU-04). The CQA Manual outlines the specific
field and laboratory testing and monitoring procedures required to demonstrate that WMU FU-04 is
constructed in accordance with Title 27 requirements.
A portion of WMU ART-04 overlies the interim final cover for the Existing Austin Road Landfill.
The interim final cover for the Existing Austin Road Landfill was constructed in the fall of 2002 and
consists of a 2-ft thick foundation layer, 1-ft thick clay liner, and 1-ft thick vegetative layer. The
vegetative layer(stripped of vegetation)in combination with the clay liner for the interim final cover
will serve as the base liner for WMU ART-04. A CQA Report for the interim final cover was
submitted and approved by the RWQCB(Final Construction Quality Assurance Reportfor Closure
Construction of the Austin Road Portion of the Forward Landfill, Vector Engineering, 2002).
Following the completion of the work for WMU FU-04, the Quality Assurance/ Quality Control
(QA/QC) Consultant will prepare a final CQA Report. The CQA Report shall be submitted to the
Owner within 20 days of construction completion. The purpose of the CQA Report is to document
that the materials and construction processes comply with the WMU FU-04 design and regulatory
requirements. As-built drawings and a discussion on the refuse fill stability of WMU FU-04 based
on the actual interface shear strength test results obtained during the CQA testing program shall also
be included.
1.2 Project Description
BAS and Lewis Engineering were contracted by Forward to design WMU FU-04 in accordance with
Forward's Waste Discharge Requirements (WDR Order No. R5-2003-0049), as well as applicable
state and federal regulations. The provisions of particular importance regarding the design are:
• The WMU FU-04 lining and leachate collection and removal system (LCRS) design
shall conform to construction standards of Title 27 by using a composite liner and
blanket LCRS.
• WMU FU-04 will be designed, operated, and maintained to prevent inundation,
washout, erosion, and slope failure resulting from flooding caused by a 24-hour storm
with a 1,000 year return period.
Page 1
