WASTE DISCHARGE REQUIREMENTSORDER NO. R5-2003-0020 -22- <br />FOR COUNTY OF SAN JOAQUIN <br />FOR CONSTRUCTION, OPERATION, CLOSURE AND EVALUATION MONITORING <br />FOOTHILL SANITARY LANDFILL, MUNICIPAL SANITARY LANDFILL <br />SAN JOAQUIN COUNTY <br />The Discharger shall submit a closure and post -closure maintenance plan (or suitable <br />modifications to a pre-existing plan) that complies with 40 CFR 258.60 and 258.61 and <br />with Title 27 of the CCR. <br />2. At closure, each landfill unit shall receive a final cover consisting, at a minimum, of a <br />two -foot thick foundation layer which may contain waste materials, overlain by a one -foot <br />thick clay liner, and finally by a one -foot thick vegetative soil layer, or engineered <br />equivalent as approved by the Executive officer. <br />3. Vegetation shall be planted and maintained over each closed landfill unit. Vegetation <br />shall be selected to require a minimum of irrigation and maintenance and shall have a <br />rooting depth not in excess of the vegetative layer thickness. <br />4. Closed landfill units shall be graded to at least a three percent grade and maintained to <br />prevent ponding. <br />5. The Discharger proposes to place waste over closed Module "r' over the life of the entire <br />landfill as each module is expanded. The Discharger shall provide, at a minimum, a <br />settlement and static and dynamic slope stability study of the refuse and cover/liner layers <br />as part of the Closure and Postclosure Maintenance Plan required for Corrective Action <br />for each module expanded against Module "I," as applicable. <br />' ! In the event the Discharger does not comply or will be unable to comply with any <br />prohibition or limitation of this Order for any reason, the Discharger shall notify the <br />appropriate Board office by telephone or email as soon as it or its agents have knowledge <br />of such noncompliance or potential for noncompliance, and shall confirm this notification <br />in writing within two weeks. The written notification shall state the nature, time, and <br />cause of noncompliance, and shall describe the measures being taken to prevent <br />recurrences and shall include a timetable for corrective actions. <br />2. The Discharger shall retain records of all monitoring information, including all calibration <br />and maintenance records, all original strip chart recordings of continuous monitoring <br />instrumentation, copies of all reports required by this Order, and records of all data used to <br />complete the application for this Order. Records shall be maintained throughout the life of <br />the facility including the postclosure period. <br />Such legible records shall show the following for each sample: 9 <br />a. Sample identification and the monitoring point or background monitoring point from <br />which it was taken, along with the identity of the individual who obtained the sample; <br />
