0 7.7. ENVIRONMENTAL CONTROLS <br />:7 <br />Nuisance is, in part, defined in Title 27 as "anything which is injurious to human health or is <br />indecent or offensive to the senses and interferes with the comfortable enjoyment of life or <br />property". Operations at Foothill Sanitary Landfill are conducted to mitigate landfill nuisance. <br />The nuisance control measures employed by the facility are discussed in Sections 7.7.1 <br />through 7.7.11. <br />7.7.1. Fire Control <br />The scale house, maintenance building, and lunch trailer all have wall -mounted fire <br />extinguishers. In addition, all heavy equipment and vehicles are equipped with fire <br />extinguishers. Fire extinguishers are serviced one time per year and every time they are used by <br />Butch Young (contractor). <br />Small fires at the landfill, if they occur, are extinguished by site personnel using stockpiled soil <br />cover and, if needed, by using on-site water trucks fitted for fire fighting. Water for the water <br />trucks is supplied from the on-site well. An overhead fill is located adjacent to the well. In <br />addition, trained firefighters (Linden Fire Department) can be mobilized for larger fires, if <br />needed. <br />To prevent fires from spreading to neighboring properties, a firebreak is maintained along the <br />entrance road (Plate 2.1). <br />7.7.2. Leachate Control <br />The landfill operator uses daily cover and berms near the active area to divert stormwater away <br />from the active area so that it does not come into contact with the waste; thereby reducing the <br />generation of leachate. <br />Leachate that is generated from Module 1 flows to a leachate sump from which it is pumped <br />either to a storage tank or returned to the refuse fill in accordance with the WDRs.
