January 25, 2007 LOVELACE MATERIALS RECOVERY FACILITY & TRANSFER STATION: DESCRIPTION OF PROPOSED CRUELECTRONICS WASTE OPERATION ELECTRONICS RECYCLING — To free-up space due to multiple diversion activities, the LMRF&TS proposes to relocate the current CRT/Electronics Waste Collection Area from the recycling materials staging area south of the station, which is also used for appliance processing, to the staging area northeast of the station (see attached diagrams, revised Figures 2, 4, 5 and 6). Storage and handling of all material will be performed in accordance with all applicable Federal, State, and local laws and regulations. To meet State mandates requiring certain electronics be diverted and recycled, LMRF&TS contracts with a CIWMB Approved Electronics Recycler to provide recycling services for cathode ray tubes (CRTs) and other electronics waste (e-waste). LMRF&TS offers free collection of CRTs and e-waste to residential customers. CRTs include, but are not limited to, computer monitors, televisions, and laptops. Other electronics include, but are not limited to, computers,printers, VCRs, radios, stereos, cellular phones, telephones, answering machines, and small microwaves. Residential CRTs and electronics are sorted by refuse collectors at the self haul area and transferred via forklift to the CRT Collection Area. Businesses with multiple CRTs are directed past the self haul area directly to the CRT Collection Area, and the Recycler helps to unload their electronic wastes when necessary. The materials are then dismantled onsite and sorted into the respective commodity for recycling. The Recycler provides full time staffing at the LMRF&TS. This staff works at the facility 5 to 7 days per week, and is responsible for the collection and dismantling of CRTs and electronic devices. Materials are shipped to the LMRF&TS from the North County Recycling Center and Sanitary Landfill, the Foothill Sanitary Landfill, and County collection events to be dismantled onsite. Because volumes fluctuate, the Recycler adjusts staffing appropriately to ensure all materials are processed in a timely manner. CRTs and electronic devices are dismantled as they are received. The Recycler's staff dismantles CRT devices to the bare CRT with yoke removal. LCD screens are dismantled to the bare panel. Electronic materials are dismantled, and all circuit boards and capacitors are removed. All resulting recyclable commodities are shipped to appropriate recycling facilities in cubic yard boxes and/or roll-off bins, with a shipment frequency of one to four times per month. (See Appendix H for a detailed description of the transportation, collection, recycling methods and destinations for each commodity, as well as the full operations of the program.)
