The net capacity of the landfill (volume available to place refuse and cover soil, excluding LCRS <br />and final cover) is estimated to be approximately 130 million CY (JTD Table 5). <br />2.4 Closure Activities <br />2.4.1 Structure Removal <br />Landfill structures that will be removed as part of the final closure of the site consist of the <br />gatehouse (1.00 square feet). Structures now on site, but in the final refuse footprint, will be <br />removed long before closure. These include: <br />• Trailer south of gatehouse (not more than 1000 square feet) <br />• Two temporary trailers northwest of gatehouse <br />• Maintenance building (3,000 square feet) <br />• Forennan's residence (1,500 square feet) <br />Leachate production is expected to decrease after closure, so decommissioning of leachate <br />control facilities is not anticipated. <br />The landfill gas treatment facility is presently located within the future refuse footprint. This <br />equipment will be moved to a location off the refuse footprint before closure. The flare station <br />will be relocated before closure; therefore, this work is not included in closure costs. <br />Components or structures scheduled for removal that have come in contact with either leachate <br />or landfill gas will be disposed of either at Foothill Sanitary Landfill or another solid waste <br />facility approved for receipt of such material. <br />2.4.2 Site Security <br />Closure of the facility will be conducted in accordance with Title 27 requirements <br />(Sections 21790(b)(8)(A), 21135(a -g)). <br />• Signage will be placed in advance of closure to inform users of the impending closure <br />and alternate disposal facilities. <br />• Written notification of the closure of the landfill will also be issued in the form of <br />newspaper advertisements. <br />At closure, the perimeter- of the site will be ringed with either a three -strand barbwire fence or <br />chain-link fence topped with barbed wire, or approved equivalent. All environmental monitoring <br />and control systems will be within the fenced perimeter of the landfill. <br />After closure, signs will be posted at the site entrance gate stating that the site is closed and <br />entrance by unauthorized personnel is not allowed. <br />Foothill Sanitary Landfill t3-4 Public Works/Solid Waste <br />Preliminary CPCM Plan County of San Joaquin — Rev July 2010 <br />
