III. ON-SITE STRUCTURE MONITORING is <br />On-site occupiable structures will be monitored for methane gas concentration. MONITORING PROCEDURES <br />Concentration of methane gas generated by the decomposition of refuse within the <br />property boundary of FSL will be monitored with the following requirements: <br />1. Concentration of methane gas does not exceed the lower explosive limit for <br />methane (5%) at the monitoring perimeter soil gas wells. <br />2. Concentration of methane gas does not exceed 25 percent of the lower explosive <br />limit for methane (1.25%) in on-site structures. <br />A. Monitoring Methods <br />Combustible gas concentration will be measured with instruments utilizing infrared <br />absorption, catalytic combustion, thermal conductivity, or equivalent. If catalytic <br />combustion is used, oxygen will also be measured to verify sufficient oxygen to <br />enable the catalytic combustion feature to function. <br />Combustible gas concentration (percent by volume) will be recorded using sample <br />forms as found in Appendix A. <br />B.
