0 5.4. Cover
5.4.1 Cover Materials
On-site soil will be used as cover for operations layer, daily cover, intermediate
cover and closure (Table 3 and 4). Soil for cover will be excavated from the borrow
areas of each module (Figure 5). The on-site soil meets the requirements for
operational use at the Landfill as well (Appendix D and E).
5.4.2 Cover Frequency
Refuse is covered daily.
5.4.3 Intermediate Cover
Intermediate cover is placed on surfaces that are not scheduled to receive refuse for
180 days. In the recent past, this requirement applies to the outside slopes of
Module 1. Surfaces of Module "I" received cover in excess of intermediate cover in
the Site Improvement Project of 2006.
5.4.4 Alternate Daily Cover
Foothill Landfill may deploy tarps as alternate daily cover (ADC). If used, the tarps
would be removed from the surface of the working area at the beginning of each
work day, and placed over the new refuse lift at the end of the day.
When tarps are used, refuse would be spread in lifts approximately two feet thick in
an area of approximately 100 feet x 90 feet, or other dimension appropriate for the
tarp or other cover.
5.4.5 Beneficial Reuse
Beneficial reuse at the site includes use of inert materials (demolition debris, etc) for
the construction of roads and winter pads.
Foothill Sanitary Landfill Page 22 Of 57 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — Revised 7/30/10
