Soil is placed with the use of scrapers. Scrapers haul soil from the borrow area to <br />the working face. Although the scrapers may directly cover the waste with the soil, <br />typically dozers are used to spread the soil over the waste. Once the waste is <br />covered with soil a compactor then compacts the soil. Soil is moved directly from <br />the borrow area to the working face with the exception of the winter months when <br />soil is generally stockpiled near the working face. Scrapers typically move soils to <br />the working face at the end of the workday. If there is an increased workload, soil <br />may be stockpiled for use early in the morning. <br />6.3.2 Daily Cover <br />Currently, waste is covered with a minimum thickness of 6 inches of compacted soil <br />cover at the end of each operating day to control vectors, fires, odor, blowing litter, <br />and scavenging. <br />6.3.3 Intermediate Cover <br />® Intermediate cover consisting of at least 12 inches of soil will be placed on the <br />surfaces of the fill where no additional refuse will be placed within 180 days to <br />control vectors, fires, odors, blowing litter, and scavenging. <br />6.3.4 Winter Operations <br />The operator develops winter plans each year.
