Leachate generated from Module 1 flows to a leachate sump from which it is pumped <br />either to a storage tank or to infusion points installed in the refuse filled areas in <br />accordance with the WDRs. Leachate from the storage tank is ultimately returned back <br />to the waste in the lined modules in accordance with the Waste Discharge <br />Requirements, or is applied to surfaces over lined modules away from the active phase <br />area by water truck. <br />The public is not allowed to enter or be near any of the leachate control facilities of the <br />site. Site personnel monitor any breaches in security. Infusion points are designed and <br />installed away for active phase areas. Application of leachate directly to the refuse is <br />away from public access areas. <br />Site personnel are instructed to avoid skin contact with leachate by wearing gloves. <br />8 PRELIMINARY CLOSURE AND POSTCLOSURE MAINTENANCE PLAN <br />® 8.1. Overview <br />• <br />It is anticipated that final closure of the landfill will be completed within 2 years after <br />reaching full capacity. The County assumes closure by evapotranspirative cover. <br />Two years prior to final closure, the County will submit a Final Closure Plan, identifying the <br />work included with closure and a schedule for implementation. <br />Portions of the landfill may be closed in advance of reaching full capacity (partial closure). <br />Two years prior to the anticipated date of partial closure, the County will submit a Partial <br />Final Closure and Postclosure Maintenance Plans for the areas proposed for closure. The <br />County may submit this final plan within 5 years of anticipated closure in lieu of submitting <br />new or updated preliminary closure and postclosure plans. One year prior to closure bid <br />documents and CQA Plan will be submitted.
