® A CQA Plan will be submitted with the Final Closure/Postclosure Plan per Title 27 Sections
20323 and 20324. Subsequent to closure, a CQA report will be submitted with as-builts to
support certification of closure.
Approximately seven acres have received an evapotranspirative (ET) closure cap.
Acceptance of this area as closed is dependent on the results of the tests now underway. If
the test pad shows that the actual permeation of water through the ET test area is less than
or equal to the calculated permeation through the prescriptive cover identified in Title 27,
then that area will be accepted as closed. Until that time, this area is maintained as an
operational activity.
8.2. Preliminary Closure Costs
The County's preliminary closure cost estimate is $26.7 Million dollars (Appendix B). Costs
are based on "third party" construction.
® 8.3. Postclosure Maintenance Costs
The cost for postclosure maintenance is estimated to be $1.43 million dollars per year
without contingency (Appendix B) The Foothill Sanitary Landfill will continue post closure
maintenance for a minimum 30 years after to landfill closure.
8.4. Financial Assurance
The County provides financial assurance for the following aspects of landfill ownership:
Financial assurance is provided by the following mechanisms:
• Closure is provided by a Closure Enterprise Fund. Annual estimates of the adequacy of
that fund indicate that the County has contributed more than an adequate amount
(Appendix 1).
• Postclosure Maintenance is provided by a Pledge of Revenue (Appendix 1).
Foothill Sanitary Landfill Page 54 of 57 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — Revised 7/30/10
