® A CQA Plan will be submitted with the Final Closure/Postclosure Plan per Title 27 Sections <br />20323 and 20324. Subsequent to closure, a CQA report will be submitted with as-builts to <br />support certification of closure. <br />Approximately seven acres have received an evapotranspirative (ET) closure cap. <br />Acceptance of this area as closed is dependent on the results of the tests now underway. If <br />the test pad shows that the actual permeation of water through the ET test area is less than <br />or equal to the calculated permeation through the prescriptive cover identified in Title 27, <br />then that area will be accepted as closed. Until that time, this area is maintained as an <br />operational activity. <br />8.2. Preliminary Closure Costs <br />The County's preliminary closure cost estimate is $26.7 Million dollars (Appendix B). Costs <br />are based on "third party" construction. <br />® 8.3. Postclosure Maintenance Costs <br />The cost for postclosure maintenance is estimated to be $1.43 million dollars per year <br />without contingency (Appendix B) The Foothill Sanitary Landfill will continue post closure <br />maintenance for a minimum 30 years after to landfill closure. <br />8.4. Financial Assurance <br />The County provides financial assurance for the following aspects of landfill ownership: <br />Financial assurance is provided by the following mechanisms: <br />• Closure is provided by a Closure Enterprise Fund.
